Start with the entrance card with the peaceful crossroads map card attached, then randomly draw 2 sets of 10 map cards.
To one set, shuffle in both the objective room card and stairs, then add the other set of ten cards to the top of this deck to make the finished map deck.
This way, both the objective and stairs cards are in the lower half of the map deck.
